Jordan Satinsky is the Executive Officer to the Assistant Chief of Police. He has worked in the law enforcement profession since 1999. Since that time, he has been an investigator, investigative sergeant, and investigative lieutenant in the Special Victims Investigations Division. In those roles, he had the opportunity to grow and reimagine the role of the investigators assigned to the elder/vulnerable adult abuse section. The State’s Attorney’s Office, the Health and Human Services Department, and the police department joined together to investigate elder/vulnerable adult abuse cases. Based on this collaboration, more victims’ needs were met, and offenders were held accountable.
Elder Multi-Disciplinary Teams (E-MDT) are a very successful method of coordinating multiple agencies on specialized investigations. This collaborative approach brings together multiple aspects of investigations and allows for varying expertise to be applied. However, bringing a member of law enforcement to an E-MDT can seem like a difficult task. The team faces a great many unknowns. For one, will the agency be willing to assist? If the law enforcement agency sends a representative, will that person engage appropriately? How will the E-MDT keep this relationship in place in the long term? All of these questions are valid and will be explored during this presentation. Attendees will come to understand the value law enforcement can add to the E-MDT. Adult Protective Services (APS) and other social service entities in this area have long worked together. These same entities will be provided information on how to engage criminal justice agencies in the E-MDT. Captain Jordan Satinsky of the Montgomery County Police Department sought out his counterpart at the Montgomery County’s APS (MC APS) division. Through that connection, MCPD and MC APS learned many things about each others’ agency that helped forge an eleven-year relationship. Many of the original members have gone on to other assignments. Yet, the E-MDT is still operating at the same level as when it was started due to its intentional collaboration mindset from the beginning.
